Council Tax help

Can I claim Council Tax Reduction while on Universal Credit?

Universal Credit does not include any help with your Council Tax, so you need to claim Council Tax Reduction separately from your local council. Being on Universal Credit does not automatically pass this on. Many people miss out simply because they assume it is included. You apply directly to the council.

When Universal Credit replaced several older benefits, help with Council Tax was deliberately kept outside it and left with local councils. This means your Universal Credit award, however it is calculated, does not contain a Council Tax element, and the Department does not arrange this help for you.

As a result, you must make a separate claim to the council that bills you, under its local Council Tax Reduction scheme. Being on Universal Credit is usually strong evidence of a low income, so it often helps your claim, but the council still assesses it under its own rules.

Timing matters, because Council Tax Reduction is often only backdated for a short period, and changes in your Universal Credit can also affect it. It is best to claim as soon as you start Universal Credit, keep the council updated, and check what other discounts and support you qualify for at the same time.

How to claim Council Tax Reduction on Universal Credit

  1. Identify your council. Find the council that bills your Council Tax, as it runs the reduction scheme.
  2. Apply separately. Make a Council Tax Reduction claim directly to the council, separate from Universal Credit.
  3. Provide your details. Give your Universal Credit award and income details to support the claim.
  4. Keep it updated. Tell the council if your Universal Credit or circumstances change.

Frequently asked questions

Does Universal Credit include Council Tax help?
No. Help with Council Tax was kept separate and is provided by your local council, so you must claim Council Tax Reduction yourself.
Will being on Universal Credit guarantee a reduction?
Not automatically, but it is usually good evidence of low income. The council still assesses your claim under its local scheme.
When should I apply?
As soon as you start Universal Credit, because backdating is often limited and delay can mean losing support.
Does a change in Universal Credit affect it?
It can. Changes in your circumstances or award may change your reduction, so keep the council informed.
